Phasing out of non Machine Readable Passports from 25th November 2015.

The International Civil Aviation Organization (ICAO) has set a deadline of 24th November 2015 for globally phasing out all non-Machine Readable Passports (MRPs).  From 25-11-2015 onwards, foreign Governments may deny visa or entry to any person travelling with a non-MRP passport.

All handwritten passports with pasted photos earlier issued by Government of India are considered non-MRP passports. All 20-year validity passports will also fall in this category. The Government started issuing MRP passports since 2001.  All new Indian passports are ICAO-compliant MRP passports.

Indian citizens residing in India and abroad and holding handwritten passports as well as 20-year passports with validity beyond the 24th November 2015 should, therefore, apply for re-issue of passports and obtain MRP passports well before the deadline in order to avoid any inconvenience in obtaining foreign visa or facing immigration problems.

In case of Indian nationals applying from Colombia and Ecuador, the passports will be printed and issued from India.  The applications for such passports are required to be submitted to the Embassy of India, Bogotá well before the date of expiry of the existing passports for processing by this Embassy and issue of passports by the concerned office of the Government of India in New Delhi.  Such passports will be delivered to the applicant concerned on receipt from India.   It takes about one month for issue of a new passport from the date of application.

In emergency cases, however, the Embassy of India, Bogotá would be able to issue a hand-written short validity passport for one year for immediate travel to India only and the individual would be required to apply for a Machine Readable Passport immediately on arrival in India.  The fees for the emergency passport (as for issue of a new passport) would be charged in such cases in addition to the normal passport fees for the Machine Readable Passport.  Such short validity passport will not be extendable and only a Machine Readable Passport can be issued from India in replacement.  All Indian nationals are advised to apply for a Machine Readable Passport as required well in time.

The application forms as available on the website of the Embassy can be used for submitting passport applications.  Dimensions of photographs required for Machine Readable Passports are 3.5 cm. x 3.5 cm (square shape) with a light background. Photos not meeting this specification will not be accepted. Applicant should put his/her signature in Black ink at the box specified on top of the front page of the application form.
